Discord, the communication platform used by roughly 150 million monthly active users globally, has been inaccessible to most Russian internet users since November 2022. Unlike many censorship cases involving gradual throttling or selective content removal, Discord's blocking in Russia represents a comprehensive restriction enforced at the network layer by state telecommunications authority Roskomnadzor.

The legal foundation for Discord's blocking rests on Russia's 2012 Internet Law (Federal Law 149-FZ), which grants Roskomnadzor authority to restrict access to websites and services deemed to violate Russian legislation. The specific trigger for Discord's restriction centers on Russia's classification of the platform as a medium for extremist content and a tool used by opposition movements to organize politically—allegations the company has disputed. Roskomnadzor formally demanded Discord's compliance with Russian law in September 2022, including data localization and content moderation alignment with Russian standards. When Discord did not comply, Roskomnadzor issued a blocking order in early November 2022.

Historically, Russia has restricted access to numerous communication platforms. Telegram, owned by Pavel Durov, faced intermittent blocking attempts beginning in 2017 after refusing to surrender encryption keys to FSB security services, though it continues to function in Russia through a combination of technical workarounds and apparent negotiated tolerance. WhatsApp has experienced throttling. Discord's complete block represents escalation rather than deviation from established Russian censorship patterns, particularly following the 2022 invasion of Ukraine, when authorities moved aggressively against platforms perceived as coordinating anti-war sentiment or foreign information distribution.

Roskomnadzor enforces Discord blocking through multiple technical mechanisms layered to increase circumvention difficulty. The primary method is IP-level blacklisting: Discord's known IP address ranges are added to Russia's federally maintained registry (the "Registry of Prohibited Information"), which Russian ISPs are legally required to implement in their routing tables. This approach blocks traffic at the autonomous system level—packets destined for Discord's IP addresses are dropped by major ISPs including Rostelecom, MTS, and Beeline before reaching the global internet backbone.

Secondary enforcement involves DNS filtering. Roskomnadzor maintains pressure on DNS resolvers within Russia to return NXDOMAIN responses for discord.com and related subdomains, effectively preventing users from resolving the service's addresses through standard recursive resolution. However, DNS filtering alone is insufficient because Discord's infrastructure spans numerous IP blocks and uses content delivery networks; this is why IP blocking remains the primary mechanism.

Deeply Packet Inspection (DPI) systems, deployed by Russian ISPs at network chokepoints, provide additional enforcement by identifying Discord protocol signatures and terminating connections. This technique can detect Discord's WebSocket connections and proprietary protocols even when using non-standard ports, making it effective against naive circumvention attempts.

According to measurements published by the Open Observatory of Network Interference (OONI), Discord became effectively unreachable to most Russian users beginning November 2022, with block confirmation rates exceeding 95% across major Russian ISPs by December 2022. OONI data shows the blocking persists as of late 2024, with minor fluctuations consistent with temporary ISP-level configuration changes rather than policy reversal.

The impact extends beyond individual users. Russian journalists, human rights organizations, and civil society groups relied on Discord for secure team coordination and international communication. The blocking forced migration to alternative platforms—many groups moved to Telegram, which presents its own risks given Russia's regulatory scrutiny, or to less widely distributed services with weaker infrastructure resilience.

Circumvention remains technically possible but operationally complex. Generic VPN protocols like WireGuard and OpenVPN, when properly configured, can tunnel traffic around IP blacklists by routing connections through endpoints outside Russia. However, many standard VPN implementations are themselves subject to throttling or blocking via DPI detection of VPN protocol signatures and TLS handshake patterns. More sophisticated approaches use protocol obfuscation tools—obfs4, designed for Tor usage, can disguise OpenVPN traffic as innocuous HTTPS connections, making DPI detection significantly harder. Shadowsocks and V2Ray-based solutions similarly work by disguising traffic patterns, though effectiveness depends on ISP-specific DPI configurations.

Tor Browser with pluggable transports such as Snowflake or WebTunnel represents a different approach: these transports bounce traffic through temporary volunteer-operated bridges, making individual flows harder to fingerprint at the network layer. However, Tor's characteristic latency and bandwidth constraints limit its practical use for real-time communication applications like Discord.

All circumvention carries risk in Russia's current legal environment. While circumvention tools themselves are not explicitly criminalized in Russian law, their use is often prosecuted under extremism or extremist association statutes. Users should understand that these technical tools provide pseudonymity and obfuscation, not anonymity—properly configured tools can prevent network-level identification, but endpoint compromise, malware, or forensic analysis of user behavior remains possible.

Discord's blocking illustrates how comprehensive network-layer censorship functions: it combines ISP-level coordination, legal coercion, and multiple technical enforcement mechanisms. Unlike content-based moderation, which can be technically circumvented at the application level, service-level blocking requires either working around the network infrastructure itself or accepting the operational burden of tools designed for adversarial network conditions.
