## Background: Why the BBC Gets Blocked

OONI measurements from Roskomsvoboda documented consistent SNI inspection of HTTPS connections to bbc.com and bbc.co.uk as a secondary layer beginning in 2024. Some reports indicate throttling of remaining traffic, though distinguishing intentional rate-limiting from general network congestion remains technically ambiguous in published analyses.

**China.** The Great Firewall employs deep packet inspection (DPI) to identify and block BBC News traffic, supplemented by DNS hijacking at the resolver level. Access to bbc.com and related domains has been inconsistent—some users report intermittent connectivity, suggesting real-time DPI filtering rather than permanent IP blacklisting. BBC News in Simplified Chinese (bbc.com/zhongwen) faces more aggressive blocking than English-language service, according to GreatFire measurement data.

**Iran.** BBC Persian (bbc.com/persian) is blocked via DNS filtering and IP-level restrictions enforced by the Telecommunication Infrastructure Company (TIC). Mobile carriers implement additional SNI-based filtering. Tor access and use of DNS-over-HTTPS (DoH) bypassed these restrictions partially as of early 2026, though the Iranian authorities have periodically degraded Tor network performance during sensitive political moments.

**Myanmar.** The Post and Telecommunications Department (PTD) implemented IP blacklisting of BBC News infrastructure. This suggests either distributed enforcement or incomplete coverage rather than centralized BGP-level filtering.

The technical method appears to be selective DNS filtering rather than wholesale IP blocking.

## Circumvention Landscape

Users in blocked regions employ several approaches with varying technical and operational trade-offs.

DNS-over-HTTPS (DoH) and DNS-over-TLS (DoT) bypass simple DNS filtering, but remain vulnerable to SNI inspection and DPI. These protocols are appropriate for users facing resolver-level blocking but not IP-level blocking.

OpenVPN and WireGuard remain functional in most contexts where ISP-level DPI inspection is not granular enough to detect and block VPN protocol signatures. However, both protocols have known fingerprints that advanced DPI systems (prevalent in China and Russia) can identify and throttle or block. Neither protocol provides obfuscation by default.

Obfuscation protocols like obfs4, REALITY (formerly known as uTLS-based obfuscation in certain Xray deployments), and Shadowsocks mask VPN traffic as ordinary HTTPS or other protocols, making detection more difficult. These are appropriate where DPI filtering is active but computational resources for advanced machine-learning-based classification are limited.

Tor with pluggable transports (Snowflake, WebTunnel) provides stronger obfuscation at the cost of reduced throughput and higher latency. These are suitable for high-censorship environments but not practical for video streaming or real-time applications.

ECH (Encrypted Client Hello) theoretically prevents SNI-based blocking by encrypting the domain name in the TLS handshake, but adoption remains incomplete and some implementations have documented side-channel vulnerabilities.

No single tool is universally effective. Blocking capability and sophistication vary widely: IP blacklisting in Pakistan bears no comparison to China's DPI-based, machine-learning-informed detection systems.

## Documented Impact

Public OONI measurement probes operated in Russia, Iran, and Myanmar have consistently confirmed BBC accessibility restrictions. Access Now's KeepItOn project has documented temporary BBC shutdowns alongside broader internet restrictions during elections in Myanmar and Pakistan.

No comprehensive audit of all BBC blocked regions exists. This overview reflects documented cases; smaller jurisdictions or instances of regional blocking may not be publicly recorded.

## The Present State

As of June 2026, BBC News remains freely accessible in North America, Western Europe, Australia, and most of the Global South. Blocking is concentrated in states with existing infrastructure for internet filtering and political motivation to restrict international news outlets. The methods used reflect each state's technical capacity and operational constraints rather than a coordinated global strategy.
