Zoom Censorship: Why It's Blocked in China, UAE, and North Korea
What Zoom IsZoom Video Communications was founded in 2011 by Eric Yuan, a former Cisco engineer. The platform launched publicly in 2013 and has grown to serve over 300 million monthly active users as of 2024. Zoom is incorporated in the United States but operates globally, offering cloud-based video conferencing, messaging, and collaboration tools. Zoom faces blocking or severe restrictions in three major regions, each with distinct regulatory drivers.
China represents the most systematic restriction. The Chinese government, through the Cyberspace Administration of China (CAC) and the Ministry of Industry and Information Technology (MIIT), has periodically blocked Zoom citing national security concerns and the lack of domestic server infrastructure under CCP oversight. In 2020, following pro-democracy protests in Hong Kong, Chinese authorities restricted Zoom access to prevent unauthorized political organizing. Zoom's encryption standards, while standard globally, conflict with China's mandatory backdoor requirements under the Multi-Level Protection Scheme (MLPS) framework. The blocking has been intermittent rather than permanent—access fluctuates based on perceived political sensitivity.
The United Arab Emirates restricts Zoom under the Telecommunications Regulatory Authority (TRA) framework, which mandates that all voice and video services route through state-approved gateways. The UAE requires communication platforms to provide lawful interception capabilities to the state. Zoom's initial refusal to build dedicated infrastructure complying with these terms led to throttling and periodic blocking. Unlike China's outright bans, UAE's approach is regulatory compliance-based, though the effect is similar restriction.
North Korea maintains a near-total internet blockade. Zoom, like most external services, is inaccessible to the general population. The regime allows limited, monitored internet access only to elite cadres and foreign visitors at sanctioned locations. This is less a targeted censorship of Zoom specifically and more part of systematic information control.
Technical Blocking Methods
Blockings differ by jurisdiction and sophistication.
China employs multi-layered blocking: IP address filtering at the backbone level, DNS manipulation (returning null or false responses for Zoom domains), and deep packet inspection (DPI) that identifies and throttles Zoom's proprietary protocols even when routed through proxies. SNI (Server Name Indication) filtering also blocks Zoom's HTTPS traffic by inspecting the hostname in the TLS handshake.
The UAE typically uses DNS blocking and gateway-level traffic management rather than outright IP blocking, allowing selective access periods. North Korea's blocking is enforced through strict network topology—most domains and IPs are unreachable from domestic networks.
User Workarounds
Users in blocked regions typically employ:
VPN services that route traffic through servers in unrestricted countries, masking both IP address and traffic type. This is effective against DNS and IP blocking but less reliable against advanced DPI that identifies VPN protocols themselves.
Proxy services, including SOCKS proxies, which tunnel traffic without necessarily using a VPN's dedicated infrastructure.
Bridge protocols or obfuscation tools that disguise Zoom traffic as standard HTTPS, though effectiveness varies as blocking methods evolve.
Alternatives
Signal and Telegram are blocked in many of the same regions but offer similar privacy models. Wire, a Switzerland-based platform, faces fewer documented blocks in China and UAE, though information remains limited.
