RaiPlay Censorship: Why Italy's Public Broadcaster Is Blocked in China

What RaiPlay is

RaiPlay is the streaming platform operated by Rai (Radiotelevisione Italiana), Italy's state-owned public broadcasting corporation. Launched in 2016, the service aggregates content from Rai's television channels—including Rai 1, Rai 2, and Rai 3—alongside original productions, documentaries, and archived material. The platform serves approximately 7 million monthly active users, predominantly within Italy and the EU, though it accepts connections from some territories outside this region. Rai itself dates to 1944, making RaiPlay the digital arm of one of Europe's oldest and largest public media institutions.

Why it's censored

RaiPlay faces outright blocking in China and North Korea, but for fundamentally different regulatory reasons.

In China, the blocking reflects broader restrictions on foreign media platforms. The Chinese government, through the Cyberspace Administration of China (CAC) and the Ministry of Industry and Information Technology (MIIT), enforces strict content control over streaming services accessible to mainland users. While RaiPlay itself does not directly challenge Chinese sovereignty or promote sensitive political content, its classification as an unregulated foreign media outlet places it outside the approved ecosystem. China's content regulations, codified in the Law on Safeguarding National Security in Cyberspace and enforced via the "Great Firewall" infrastructure, effectively block access to platforms the government has not formally licensed or approved. RaiPlay receives no exemption.

North Korea's blocking is more severe and less documented. The regime permits extremely limited internet access to the general population and blocks virtually all foreign streaming services. RaiPlay, like Netflix, YouTube, and most Western media platforms, is inaccessible because North Korea's internet infrastructure (Koryolink and comparable networks) is tightly controlled by state apparatus. Foreign media is classified as ideologically subversive.

Technical blocking methods

China employs a multi-layered blocking architecture. IP-based blocking is common: Chinese ISPs maintain lists of foreign streaming services' server IP ranges and drop traffic destined for them. SNI (Server Name Indication) filtering supplements this—when users' browsers reveal the hostname during HTTPS handshakes, DPI (Deep Packet Inspection) equipment identifies and terminates the connection. DNS poisoning also occurs, where queries for RaiPlay's domain return null or redirect responses.

North Korea's blocking is less technically sophisticated but more absolute. The country's isolated internet backbone simply does not route traffic to international streaming platforms. Access is restricted to users with explicit government authorization, which is rare.

User workarounds

Users in censored regions typically employ encryption-based tunneling to bypass these restrictions. A VPN service (stateless or persistent) masks the user's IP address and encrypts outbound traffic, defeating IP-based and DNS blocking. Alternatively, proxy servers or Tor can anonymize requests, though performance suffers. Some users rotate between multiple service providers if single endpoints are identified and blocked. For SNI filtering, certain tools obfuscate the hostname during the TLS handshake. These approaches require technical knowledge and carry compliance risks in jurisdictions where circumvention is legally restricted.

Alternatives

Users blocked from RaiPlay seeking similar Italian or European public broadcasting content have limited options. BBC iPlayer (UK) faces similar blocking in China but occasional geoblocking workarounds. ARD Mediathek (German public broadcaster) is also largely inaccessible in China through standard connections. Internationally, ARTE (Franco-German cultural channel) is sometimes available in China via partnerships, though content is curated. None of these alternatives fully replicate RaiPlay's catalog.

Outlook

Restrictions on RaiPlay are tightening, not easing. China's content controls have intensified since 2020, with more aggressive DPI detection and IP blacklisting. North Korea's isolation shows no sign of relaxation. Within the EU, RaiPlay remains unrestricted, but extraterritorial access will remain denied as long as Beijing and Pyongyang maintain their current regulatory postures.
