Why It's Censored

Notion faces outright censorship in China and North Korea, though for distinct regulatory reasons.

In China, Notion's block stems from the country's comprehensive content control framework. The Chinese government, through the Cyberspace Administration of China (CAC) and the Ministry of Industry and Information Technology (MIIT), maintains strict control over platforms that allow unfiltered information storage and sharing. Notion's end-to-end encryption options and decentralized data architecture—which resist government surveillance integration—conflict with China's mandatory data localization laws and real-name registration requirements outlined in the 2016 Cybersecurity Law. Notion lacks a China-specific server infrastructure or government-approved data residency option, making compliance impossible under current regulations. The service was technically accessible until approximately 2020, when blocking intensified amid broader crackdowns on foreign productivity platforms.

In North Korea, Notion's censorship reflects the regime's near-total internet isolation policy. The country permits only a small domestic intranet (Kwangmyong) for civilian populations, with external internet access restricted to government and security personnel. Notion, like virtually all foreign web services, is inaccessible by design rather than through targeted filtering—it falls outside the approved content ecosystem entirely.

Technical Blocking Methods

China employs multiple layered blocking mechanisms against Notion. DNS filtering by state-controlled ISPs redirects notion.so domain queries to government-controlled IP addresses or produces null responses. IP-based blocking prevents direct connections to Notion's servers, regardless of DNS resolution. User Workarounds

Users in China employ circumvention tools to access Notion, though success varies based on blocking sophistication and individual ISP conditions. Standard approaches include virtual private networks (VPNs) that encrypt traffic and mask the destination server, making DPI detection more difficult. Some users configure custom proxies or utilize obfuscation protocols designed to disguise VPN traffic as ordinary HTTPS. Others use alternative encrypted protocols or bridges. Alternatives

Users in censored regions sometimes migrate to Obsidian, a locally-installed note-taking application that stores data on the user's device rather than cloud servers, reducing surveillance surface area. Obsidian itself is less restricted in China, though cloud synchronization remains monitored. Another option is Joplin, an open-source note-taking tool similarly designed for local-first operation. Both sacrifice Notion's real-time collaboration and web accessibility, however. Traditional alternatives like Evernote also face restrictions in China, limiting viable options significantly.

Outlook

Restrictions on Notion in China are unlikely to ease without fundamental changes to the country's data governance model. Recent years have shown intensification rather than relaxation of controls over foreign platforms. North Korea's isolation remains total and shows no signs of liberalization. Users in these regions should expect continued blocking without regulatory shifts at the government level.
