Why Bizum Is Censored

China blocks Bizum as part of its broader capital control regime and financial surveillance framework. The People's Bank of China (PBOC) and the State Administration of Foreign Exchange (SAFE) maintain strict oversight of cross-border financial flows. Foreign payment systems that operate outside mainland Chinese regulatory jurisdiction—including European transfers—face systematic blocking to prevent capital flight and to channel all financial activity through state-monitored channels like Alipay and WeChat Pay. Bizum's decentralized nature and integration with European banking systems make it incompatible with China's financial gatekeeping model.

North Korea's blockade is more categorical. The regime operates one of the world's most restricted internet environments (Kwangmyong) and maintains near-total isolation from global financial systems. Bizum, like virtually all foreign payment services, is inaccessible because North Korea prohibits its citizens from holding foreign currency accounts or accessing international banking infrastructure. The regime's Financial Sanctions and Embargoes Policy explicitly prohibits participation in foreign digital payment ecosystems to maintain economic autarky and prevent sanctions evasion.

Technical Blocking Methods

In China, Bizum is blocked through multiple layers. DNS filtering at the ISP level redirects domain queries for Bizum servers to null routes or local sinkhole addresses. Internet Content Providers (ICPs) licensed by China's Ministry of Industry and Information Technology (MIIT) enforce these blocks at the network layer. Additionally, Deep Packet Inspection (DPI) identifies HTTP/HTTPS traffic to Bizum infrastructure and terminates connections. App-based access is restricted through the Apple App Store and Google Play censorship mechanisms in mainland China, where Bizum cannot be officially downloaded.

North Korea's blockade is absolute: the civilian internet (Kwangmyong) does not route to international financial services. Access to Bizum is technically impossible without a special exemption from the regime, which is not granted to ordinary citizens.

User Workarounds

Users in China attempting to access Bizum typically employ encrypted tunnel protocols that mask destination IP addresses and encrypt traffic to prevent DPI detection. These methods require routing through servers outside Chinese territory. However, this approach carries legal and practical risk; Chinese financial regulations classify circumvention of capital controls as illegal, and ISPs increasingly detect and throttle such traffic.

For North Korean users, access is not a practical concern given the absence of general internet access. Only regime-approved individuals have international connectivity.

Alternatives to Bizum

Wise (formerly TransferWise) operates in multiple markets but faces partial restrictions in China due to regulatory friction; transfers are possible for some users but not through standard channels. PayPal is similarly restricted in mainland China. Stripe and Square also face access limitations. Within European markets that remain accessible, SEPA transfers and traditional banking channels remain the primary alternative to Bizum for cross-border payments.

Outlook

Censorship of Bizum in China is unlikely to ease. Financial controls are core to the PBOC's monetary policy and capital account management strategy. North Korea's isolation is structural and shows no signs of reversing. European regulators have filed complaints with the World Trade Organization regarding financial service restrictions, but enforcement mechanisms remain weak.
